Role of the Euro in Vietnam-EU Bilateral Trade

This policy note on the Euro in conducted in the second component on Surveying Vietnamese enterprises exporting to the EU, within the framework of the EU-funded research project on “Vietnam’s export to the EU: market access and facilitation” The project is carried out by the Central Institute for Economic Management (CIEM) in 14 months, staring from June 2006. Using results from the survey of 132 enterprises with exports to the EU conducted in early 2007 and evidence from related papers, this policy note focuses on the situation and determinants of the Euro usage in Vietnam’s export enterprises. On that basis, some policy recommendations are drawn out to encourage the use of the Euro in Vietnam-EU bilateral trade

The thematic feature is reflected throughout the book and in a policy briefing on what the EU does in terms of gender in Vietnam. Doing Business 2011 is the eighth in a series of annual reports investigating the regulations that enhance business activity and those that constrain it. Doing Business presents quantitative indicators on business regulations and the protection of property rights that can be compared across 183 economies—from Afghanistan to Zimbabwe—and over time.
Regulations affecting 11 areas of the life of a business are covered: starting a business, dealing with construction permits, registering property, getting credit, protecting investors, paying taxes, trading across borders, enforcing contracts, closing a business, getting electricity and employing workers. The getting electricity and employing workers data are not included in the ranking on the ease of doing business in Doing Business 2011. |

The European Union is an important trade partner of Viet Nam, and it is one of the most attractive but competitive market. In order to help Vietnamese businesses to take advantage of the EU’s preferential treatments, the EU-Viet Nam MUTRAP III Project has supported the European Market Department - Ministry of Industry and Trade to translate the regulations on “Rules of origins” of the European Union, applicable from 1st January, 2011.
These are rules of origins applied for Generalized System of Preferences (GSP) from 2011 onwards, in future Preferential Trade Agreements. This document is useful for trade policy researchers, negotiators, and exporters to the EU. The book is published only in Vietnamese.

Trade Policy Recommendations from Vietnamese Business Associations

This book aims to summarize the current difficulties faced by VBAs and their members and propose
recommendations to resolve VBAs issues. The issues in this book 2011 were raised by VBAs such as
the Vietnam Textile and Apparel Association (VITAS), the Vietnam Leather and Footwear Association
(LEFASO), the Vietnam Association of Seafood Exporters and Producers (VASEP), the Hanoi Small and Medium Enterprises Association (HASMEA), the Ho Chi Minh City Handicraft and Wood Industry
Association (HAWA), the Young Business People Association of Ho Chi Minh City (YBA), Vietnam
Chamber of Commerce and Industry (Ho Chi Minh City branch); Dong Nai Province’s Exporters and
Importers Club and the Can Tho Business Association (CBA).
This book is to analyze and propose recommendations to improve the business climate and to solve
difficulties and policy constraints faced by VBAs and their members. This book 2011 is also one
important component in the project “Capacity Building on Trade Policy for Business Associations”
under the project EU - Vietnam MUTRAP III, funded by the European Union and implemented by
the European Chamber of Commerce in Vietnam (EuroCham). The project has also supported the
establishment of the “European Trade Information Centre” in Ho Chi Minh City and implemented
training workshops and seminars for the above nine VBAs who are EuroCham’s official partners.

Doing business in Vietnam

As far as investment is concerned, it can be said that Italy’s investment in Viet Nam has not been worthy of the position of a G7 country. Up to March 2011, Italy has 39 investment projects in Viet Nam with a total investment capital of US $187 million. Therefore, Italy ranks only 31 out of 92 countries and territories investing in Viet Nam.
The major cause of this situation is because businesses of both countries still know little about each other, especially Italian entrepreneurs do not understand about the change of its economy in recent years, business environment, ability for market access and seek partners to Viet Nam.
Meeting the urgent need to promote economic cooperation between Italy and Viet Nam, the Embassy of Viet Nam in Italy, with the support of the EU-Viet Nam published the book “Doing business in Viet Nam” for Italian companies. In addition to introducing general information, business environment, the legal system of Viet Nam, this book devotes most important part to the introduction of typical business of Viet Nam in each specific area. Therefore, the book is a reliable source of updated information for Italian companies to find partners, start their trade and investment with Viet Nam.

Handbook on best tactics to defeat infringer’s manoeuvre and IPR enforcement

Implementing bilateral and multilateral commitments in international economic integration, Viet Nam has been improving the regulatory framework on intellectual property, the practices of defeating counterfeit products and enforcing IPR, the establishment of a fair business environment which encourages innovations, technology transfer for the purpose of industrialization and modernization.
To raise awareness of the public and business community on intellectual property, the practices of defeating counterfeit and IP-infringed products in Viet Nam, EU – Viet Nam MUTRAP III Project supported Market Control Department – Ministry of Industry and Trade to compile a handbook which introduces briefly current Vietnamese regulations on counterfeit products and Intellectual property, types of sanctions on production and trafficking of counterfeit and IP-infringed products as well as the roles and recommendations for the improvement of IPR enforcement in Viet Nam.
In addition, this handbook also provides useful information for competent authorities and business associations in defeating counterfeit products, and enforcing IPR in Viet Nam to protect intellectual property. There are also European experts: Laurent Manderieux and James Lenaghan being involved in drafting this handbook.

Best practices for consumer protection from a European perspective

This handbook is a publication produced by EU-Viet Nam MUTRAP III Project in the press campaign to disseminate the Law on Protection of consumer rights organized from 22/6 to 30/6/2011. This handbook was drafted by Ms. Lucette Defalque - European Union expert, with edition of Ms. Dinh Thi My Loan, Mr. Do Gia Phan and Ms. Vu Thi Bach Nga - national experts of the Project.
With extensive experience and best practices for consumer protection in Europe, the author has given some specific recommendations for consumer protection in Viet Nam for all stakeholders: consumers, goods and service traders, social organizations engaged in consumer protection, and Statemanagement agencies. In addition, the handbook provides contact details of social organizations engaged in consumer protection in Viet Nam. The handbook is published only in Vietnamese.
