In recent years, along with increasingly global trade liberalization, using of antidumping as a trade defense instrument are also progressively more applied. These measures are abused as non-tariff barriers to protect domestic producers from low price imports.

Associated with opening the economy; integration into the world trade, Vietnam products with comparative advantages of cheap labor, favored natural conditions, hardworking labor force, all together has contributed to high competitiveness in international market. It is the reason making Vietnam exports be the objective of numerous antidumping cases from foreign nations.

In fact, antidumping, anti-subsidy and safeguard are quite new issues not only to enterprises but also to State agencies in Vietnam. Therefore, in the recent time Vietnam exporters have faced with various difficulties when fight against initiations from foreign countries, especially on goods of high turnover including catfish, shrimp, leather shoe.

In several years, anti-dumping cases have caused great negative effects to Vietnam economy, some of which can be listed as financial burden from the very beginning of investigation. This not limits in cost for hiring consultants to answer questionnaires, hiring lawyer for consultancy, lobbing and many other costs. Besides, exporting turnover will decrease considerably. Economic impacts do not only go to subject industry but also to other related industries. Those are chain responses to substitute industries.

In order to lessen such impacts as well as to assist Vietnam enterprises to better prepare and to actively prevent possible cases, one of measures recommended by Vietnam government is to build up an early warning system to antidumping cases against Vietnam exporting products.
