FLEGT Asia Regional Programme-Supporting responsible trade for Asia’s forests
ENGLISH |
FLEGT is an important part of EU cooperation with developing countries. Some 60 million people worldwide depend directly on forests for their livelihoods and another 1.6 billion are indirectly affected. Better forestry management will help to prevent illegal logging, which will in turn reduce poverty. This is a major goal of FLEGT, calling on trade as a vehicle to push for progress in better forest governance.
In this brochure, we look at the newly launched FLEGT Asia Programme. The programme is facilitated by EuropeAid Co-operation Offi ce and implemented by the European Forest Institute (EFI) in close consultation with forestry-related stakeholders in the Asian region.

Annual report 2010 on the European Union’s development and external assistance policies and their implementation in 2009
ENGLISH |
In 2009, the EU (27 Member States and the European Commission) was once again the largest provider of development aid, with more than half of global Official Development Assistance, or € 48.2 billion. Of this amount, € 10 billion were disbursed by the Commission. Th is is something we can be proud of especially as we can see progress towards the Millennium Development Goals and poverty alleviation.
2009 was a difficult year throughout the world. Problems caused by the food crisis were exacerbated by the financial and economic crisis which hit all of us hard, but developing countries most of all. Th is meant that there had to be a swift and effective response from the EU. With the publication of this report, we have the opportunity to look back at the progress made but also to look forward at what could be done better. Th is is my focus in preparing our policy approaches for this new decade of development.

Guidance for Annex V: REACH-Exemptions from the obligation to register
ENGLISH |
Article 2(7)(b) of the Regulation (EC) No 1907/2006 (REACH) and its amendment by Regulation (EC) No 987/2008 of 8 October 2008 sets out criteria for exempting substances covered by Annex V from the registration, downstream user and evaluation requirements. These criteria are formulated in a very general way. This guidance is intended to give more explanations and background information for applying the different exemptions and give clarifications when an exemption could be applied and when not. It should be noted that the companies benefiting from an exemption must provide the authorities (on request) with appropriate information to show that their substances qualify for the exemption. Where reaction products are exempted under Annex V as amended by Regulation (EC) No 987/2008, the occurrence of which is, however foreseeable and which may have consequences for risk management measures, appropriate safety information must be communicated through the supply chain in accordance with title IV of the Regulation. |
